"Paid marketing across various platforms of media are rolling out in the coming week," the council's chief executive officer Michael McMahon said on Thursday.
"A community mail-out is also in production at the moment that includes a letter from myself, a copy of the residential water restrictions table and a helpful fridge magnet.
"Residents can expect to see that in their mailbox very soon."
The council introduced level four water restrictions at the start of November.
They have a water usage target of 280 litres (L) per person per day.
Residents of Dubbo used 310L per person per day in the week ending December 1.
Corresponding usage for Wellington and Geurie is 309L and 226L, respectively.
Mr McMahon says the council is "understanding that the community is still learning to adapt to living with water restrictions" while still encouraging residents to meet the 280L target.
"The litres per person per day have reduced considerably from our normal base rate (440L), however we can anticipate that as the weather warms up these figures are going to be pushed due to the use of air-conditioning etc," he said.
"Creating an awareness and education campaign will be key to engage the community on best practices around the home and business so we can try and achieve these daily targets or get as close to them as possible."
