RDA Orana's director of regional development Megan Dixon said the survey would examine how businesses were "coming out the other side in terms of employment, financial assistance and services offered".
"This feedback and data captured will help shape our positions and influence agenda for all levels of government moving forward and delivering effective recovery campaigns," the RDA Orana director said.
Survey questions include "what government support would enable you to operate at full capacity again?".
Mrs Dixon said businesses had struggled because of restrictions and been uncertain about the future.
"As we plan our recovery, the choices we make in the coming weeks and months can help us build an economy and a region that works for everyone," she said.
